DCAS Celebrates FY24 Performance Wins In Mayor’s Report

With the release of the Preliminary Mayor’s Management Report, New York City Department of Citywide Administrative Services (DCAS) Commissioner Dawn M. Pinnock is celebrating.

She is celebrating the major strides in fleet electrification, emission reduction, and civil service examinations.

The Preliminary Mayor’s Management Report (PMMR)—mandated by the City Charter—is released every year to provide an early update on how city agencies have been performing the first four months of the fiscal year.

Pinnock. “From electrifying our city fleet to make it the safest and greenest in the nation, to bolstering and streamlining our civil service testing, we’re just getting started, and will be furthering our efforts in the new year as we look to take even greater strides towards a better city government in 2024.” 

Major highlights in the DCAS FY24 Preliminary Mayor’s Management Report include: 

Civil Service Exam Application Increase: The number of applications received for all DCAS civil service exams increased 43 percent to 39,475 in the first four months of Fiscal 2024 versus the same period in Fiscal 2023. During the current reporting period, DCAS offered several exams that typically attract large applicant pools, such as exams for Police Officers, Oiler (Series), and School Safety Agents. Also contributing to the increase was the New York City Bridge Exam, an exam that offers candidates the opportunity to take one multiple-choice test for multiple titles and to appear on multiple civil service lists simultaneously. 

Electrifying City Fleet: DCAS made significant progress in replacing fossil fuel-powered fleet vehicles with electric vehicles (EVs) during the first four months of Fiscal 2024. The citywide and DCAS-managed fleets of electric-powered vehicles both grew by 23 percent. EVs in the citywide fleet rose to 4,956 from 4,044 as DCAS continues the transition to an all-electric fleet for most vehicle models. Electric vehicles in the DCAS-managed fleet, a subset of the City’s fleet directly managed by DCAS, rose to 950 from 775. Local Law 140, which became law in October 2023, calls for electrification of the light- and medium-duty fleet by 2035 and the heavy-duty fleet by 2038. This law codifies DCAS’s and the City’s commitments to aggressively and fully electrify the City’s fleet. 

Exam Administration Time Decrease: In the first four months of Fiscal 2024, the median time from exam administration to exam results completion for DCAS-administered exams decreased almost 24 percent compared with the same period in Fiscal 2023. The substantial reduction in the median time of results completion can be partly owed to the administration of the Qualified Incumbent Exams (QIEs), which all had completion times of less than 100 days.
