NYC Health + Hospitals today announced that the Centers for Medicare & Medicaid Services (CMS), the agency responsible for ensuring that nursing homes meet certain quality standards.
Gave the City’s five public long-term care facilities a five-star quality rating, including NYC Health + Hospitals/Carter (Harlem), Coler (Roosevelt Island), Gouverneur (Lower Manhattan), McKinney (Brooklyn) and Sea View (Staten Island).
All NYC Health + Hospitals Long-Term Care Facilities earned 5-Star CMS Overall Ratings, with the exception of NYC Health + Hospitals/Coler. The stars tell New Yorkers and prospective patients about how well a facility is caring for residents’ physical and clinical needs.
CMS ratings are determined by three standards across three domains, including health inspections, staffing, and resident-level quality measures.
- Health inspections: This rating contains the three most recent health inspections and investigations due to complaints. All information is gathered by trained, objective inspectors.
- Staffing: This rating is determined using staffing data and includes the number of hours of care provided on average to each resident per day by nursing staff, considering the different levels in care residents require.
- Quality Measures (QMs): This offers insight about how well a nursing home is caring for its residents’ physical and clinical needs.

“One essential component in maintaining 5-stars is the staffing component. We have amended out staffing plans to not only meet, but exceed, the state recommended staffing hours per resident per day,” said NYC Health + Hospitals Post-Acute Care Chief Nursing Officer, Marian McNamara, RN, MSN. “This rating validates extraordinary quality care provided to our residents’ post-acute care nursing teams. They truly are the heart of healthcare.”
“I’m proud that the Gouverneur Skilled Nursing Facility is among the best nursing homes in New York, as noted by the CMS 5-star rating — the highest possible — based on our excellent staff’s contribution to providing high quality care,” said NYC Health + Hospitals/Gouverneur Chief Executive Officer Susan Sales, MPA, FACHE, LNHA. “This rating would not be possible without the work of our hardworking interdisciplinary team including nurses, doctors, dietitians, rehabilitation specialists and the many support departments that help run Gouverneur.”

NYC Health + Hospitals currently has 1,500 patients/residents in its post-acute long-term care facilities, coming from all over New York City, and ranging in age from 27 to 110. There are 606 nursing homes in the state and 167 in the five boroughs.
