Today Federal Monitor Bart M. Schwartz and the New York City Housing Authority (NYCHA) announced the Action Plan.
The Action Plan will govern the expenditure of $450 million in New York State capital reimbursement funds for the purchase and installation of new elevators and boilers at identified developments (the “GDA Action Plan”). The GDA Action Plan, drafted by NYCHA and reviewed and approved by the Monitor, implements the Funding Agreement between NYCHA and the Dormitory Authority of New York (DASNY) (the “Funding Agreement”)” reached between NYCHA and the State on September 5, 2019. The Funding Agreement includes the list of developments to receive new boilers and elevators and the schedule for completion.
In order to determine which elevators and boilers it would replace using the state reimbursement funding, NYCHA performed technical analyses of work orders, the age of the equipment, and the physical needs assessment which the Monitor reviewed and approved. The Monitor team and NYCHA have worked closely to create the GDA Action Plan that meets all the requirements of the Funding Agreement. At the same time, NYCHA has been working diligently preparing for the replacement of the identified elevators and boilers.
“This capital project is a testament to the commitment of all parties to achieving long-term improvement in the living conditions at NYCHA for all of its residents. A project of this magnitude requires planning, design, engineering, due diligence, a procurement process among many additional steps and procedures all of which we take very seriously,” Bart M. Schwartz said. “We have worked to ensure that this plan represents the most effective and efficient use of this money for the residents.”
After the completion of work, at any particular location included in the Funding Agreement, NYCHA may seek reimbursement from DASNY by submitting a reimbursement requisition with proof of completion of the required work, installation of the proper equipment, review of contractors’ invoices for work performed, and payment of the related invoices, all in compliance with the GDA Plan and the Funding Agreement. The Monitor must review and approve each submission certifying that the performance of the work, invoicing and payment are in accordance with the GDA Action Plan and the Funding Agreement and that NYCHA is entitled to reimbursement. With each certification, NYCHA may seek reimbursement. The total available reimbursement from the State is up to $450 million for the designated capital purposes from the State.

But our work has only just begun. NYCHA will quickly move to expedite the planning and construction process. Thank you, Governor Cuomo, Speaker Carl Heastie, Majority Leader Andrea Stewart-Cousins and all of the other members of both houses who fought to secure funding to upgrade this critical infrastructure,” said NYCHA Chair and CEO Greg Russ.
